Below is an ID that was never state issued. Actually, this was purchased at a flea market:

Connecticut License
Whenever a license has on its back a red line of text explaining its “credibility status”, it's a fake. Also, on the front, the “state seal” on the bottom right hand corner doesn't say “state seal of…” Instead, it's just a blurry design meant to look like a generic seal:

Vermont Operator's License
The state seal is not clear, but is fuzzy:

International Student Identity Card
This is not an acceptable form of ID in Missouri:

Missouri Under 21 Driver's License
This one is tough. But, if you were to compare it with a real license, this would be an obvious paper overlay. A good giveaway is that the sticker on top of the license plastic is not laminated, and that the state seals are not reflective:
